In 2022, 80,000 applications were made to the Crown corporation. In 2023, there were 112,000 applications. This year, it is estimated that nearly 140,000 newcomers will want to exchange their driver's license for the Quebec one.

Evaluators noted in their report that some of these new arrivals run stop signs, cut cars off, stop in the middle of the street, do not respect pedestrian crossings and do not respect speed limits. For its part, the Quebec government estimates that these people need six months to adjust to the Quebec Highway Code.
