Was Trudeau's Resignation an Actual Resignation?

 Trudeau announced he "intends to resign" once a new leader is chosen. If no NDP-less Liberal MP steps up (no Joly, no Leblanc) then Trudeau DOES NOT resign? And leads the party straight into non-confidence motion, election debates and campaigning?
