Only set up to take money for useless degrees/diplomas/certificates. The NDPLiberals encourage it. Time to take immigration out of government hands and make it independent like the Courts, Bank of Canada, etc. For an "evidence, facts and science based" government, there has been none. Just higher and higher round numbers.
