Wattpad, "Considered" a Canadian Company, Has a Message for the Federal Governemnt: Wants More "Top Talent" From OUTSIDE Canada: Canadians Aren't Qualified?

 CEO's message to the Federal government: "Bring in more people".  Apparently there are not enough "top talent" qualified Canadians to do this? Even in a world of near 10% unemployment?
