Canada's Housing: A "Supply Problem" or a Mis-Managed "Demand Problem"?

According to CEO of CAPREIT interview on BNN, 700,000 international students alone are in Canada (nevermind the other categories of working visas, temporary foreign workers, post-graduate students, permanent residents in waiting, family reunification/parents/grand parents programs, refugee claimants, provincial nominees and other annually recurring programs) and all looking for accommodations.

Yet Canada has a "supply problem" is what Canadians are blindly led to believe.  Isn't that a poorly managed "demand problem"?

Immigration policy to have responsible housing policy? Or Housing policy to have responsible immigration policy?
