Avoiding a "NoFTA" (not my quote) and "negotiating" since Aug. 16, 2017 Canada signs on.
It looks like concessions made to the dairy industry and the auto industry less impacted (in other words, votes in Ontario were saved for Oct 2019 at the expense of Quebec, on the eve of their election).
