Another example of how Canada's overly generous entry, temporary foreign worker, visa, permanent residency and/or citizenship opportunities are taken advantage of under the guise of something righteous and well-meaning (eg. Religion). Not just this particular group according to this article but others too, while sums of tens of thousands allegedly change hands, and the government continues to lose track of individuals as soon as entry gained in Canada.
