"Outmigration"? Never ceases to amaze me the words that are created to justify something.
Provinces like N.L. have literally HUNDREDS of fast track entry/immigration programs and are BENDING OVER BACKWARDS for immigrants to come and STAY (not the subject of this article) yet it appears most do not stay (like this article) and end up moving to Toronto/Montreal/Vancouver anyway once the fast track qualification period is over...cities and provinces that these programs were not intended and have their own challenges of overburdened health care, housing, public transportation, policing, infrastructure not to mention recent sky high unemployment levels.
Canada's well-meaning but overly generous, hasty, unmonitored, ill-considered, virtuous immigration program at work.
