The situation is bad, but these numbers (4.2 million?) do not make sense for a country of 37 million passport holders/citizens

But that number has increased substantially in the first few months of 2022, as Canadians travel again, to the point where Service Canada is expected to receive 4.2 million passport demands this year...."
