It is easy to lose track of all these programs and the tens of thousands that are associated with each. This program alone where 80,000 spousal applications from abroad annually seems like a really high number. Question: is this included in the planned 400,000 annual immigration target or outside of that (full citizenship is not immediately granted under this program)?
